Accessibility statement

Conformance target

wcag21aa.org aims to meet the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. This is an objective, not a certification or a statement that every page is free of barriers. The Title II rule discussed on this site adopts WCAG 2.1 Level AA; our site’s newer design target does not change that legal standard.

Testing methodology

We use automated checks and manual review during maintenance. Checks can miss barriers, so they do not establish conformance. When practical, our review considers:

• Automated checks with axe-core (zero violations target)
• Keyboard-only navigation pass: Tab, Shift+Tab, Enter, Escape, Arrow keys
• Screen-reader testing is needed alongside automated checks; a completed screen-reader assessment is not claimed here.
• Color contrast verification: 4.5:1 for normal text, 3:1 for large text
• Heading hierarchy review (no skipped levels)
• Focus indicator visibility on every interactive element
• Skip-to-content link present and reachable on first Tab
• lang attribute set on the document root
• Meaningful alt text on every image; empty alt on decorative images

The current source is maintained in a version-controlled repository. No public claim of complete conformance is made here.

Known issues

A completed human screen-reader assessment is still needed. Automated and browser-based checks do not replace that assessment. If you encounter a barrier, please report it so it can be assessed.
