About this reference

This site is a free educational reference, not a government source. It is maintained by Sonoma Solutions, a web accessibility consultancy, and exists to give compliance officers, IT directors, administrators, and counsel a clear, source-backed view of what ADA Title II actually requires in digital contexts, especially for documents and PDFs. Every factual claim cites a primary source: 28 CFR Part 35, ada.gov, the W3C, CCCCO memos by number and date, or named litigation reports. Where the rule is ambiguous or politically uncertain, the page says so rather than pretending certainty.
